 first step in a 5-year programme to develop and support projects aimed at 
 mitigating the causes of climate change and implementing adaptation measur
 es to deal with the effects of a changed climate. The programme will inclu
 de development of a West Northants resources database and networking struc
 ture to support councils in their climate mitigation and adaptation activi
 ties.
